It is with utmost delight that I welcome you to Sir Kashim Ibrahim House this morning. Our purpose today is to sign the 2017 Budget that was passed by the Kaduna State House of Assembly on 1st December 2016. It is worth noting that our legislature is the first to pass an appropriation bill into law for the next fiscal year.
Students in boarding secondary schools in Kaduna State will now each be fed at a cost of N300 per day. This follows approval by the Kaduna State Executive Council that the allocation per student be increased from N180 to N300 per day. This will cost the government N2.25bn every school year to feed 27,501 students. More

The Kaduna State Government today released the White Paper on the report of the Judicial Commission of Inquiry into the Zaria clashes of December 2015. The Judicial Commission of Inquiry which examined, among other issues, the immediate and remote causes of the clashes between the Nigerian Army and the outlawed IMN, submitted its report in July 2016. Following the receipt of the report, the Kaduna State Government made the report public within 10 days, and set up a committee of senior public servants to prepare a draft White Paper.
Kaduna State’s 2017 Budget has been approved. The Kaduna State House of Assembly today passed the 2017 Appropriation Bill, three weeks earlier than it did last year.
The lawmakers approved a total 2017 Budget size of N214.921 billion, up from the N172bn approved for 2016. This is made up of Recurrent expenditure of N83.46bn and capital spending of N131.45 bn. The budget ratio is 61:39 in favour of capital.
Kaduna State and global corporate giant General Electric today flagged-off a programme to equip 278 health care facilities in Kaduna State. This is the biggest ever refit of the public healthcare infrastructure in the state. It represents the Kaduna State Government’s effort to provide a comprehensive solution to the healthcare challenges in the state, including maternal and infant mortality, communicable illnesses and the problems caused by the growth of chronic conditions like diabetes, heart disease and cancer.
Malam Nasir El-Rufai today announced that the Kaduna State Government will donate N100m to support the rebuilding of churches and mosques damaged during violent conflict in southern Kaduna.
The governor made the pledge today in Samaru-Kataf where 29 communities from southern Kaduna unveiled a billboard to say sorry to each other for the violence they have contributed to or suffered.
Malam El-Rufai praised the efforts of the communities to work for peace, under the auspices of the Centre for Humanitarian Dialogue (HD) that has also assisted peace building in Plateau State.
Kaduna State Governor Malam Nasir El-Rufai, today urged all leaders to assume their responsibility to uphold peace and harmony in the state. The Governor was speaking in Samaru-Kataf where he presented the staff of office to the new Agwatyap, His Highness, Dominic Gambo Yahaya.
While congratulating the Agwatyap, El-Rufai implored him to sustain the bridge-building legacy of the late Agwatyap, Dr. Harrison Yusuf Bungon. The governor asked for a united response to those promoting violence and division.

Kaduna State Governor Nasir Ahmad El-Rufai has presented the draft 2017 budget to the state House of Assembly. The governor said the budget size is set at N215bn because the tough economic times call for an expansionary budget to drive recovery and end the recession.
In his remarks to at the budget presentation, El-Rufai explained that the budget is split in a 60:40 ratio in favour of capital expenditure. “The size of the proposed 2017 Budget is N215,921,110,176.68, including N85,572,039,923.82 of Recurrent Expenditure and N130,349,070,252.86 in Capital Expenditure.
Malam Nasir El-Rufai has said that Kaduna State needs a public service that is competent, confident and is committed to delivering social services to the people.

I welcome you all to the launch of the Kaduna State Public Service Renewal Programme. The current government of Kaduna State was elected on a platform of change that recognises the central role of the public service in delivering public goods and in promoting good governance. It is now time to implement our manifesto commitment to reform the public service, to restore it to the high standards of its founding and to enable it to live up to the substantive meaning of the phrase, ‘public service’.
The Kaduna State Government has issued an Order declaring the Islamic Movement in Nigeria (IMN) an unlawful society. This action is taken in the exercise of the government’s duty to preserve peace and security in the state, and to ensure that all persons and organisations are guided by lawful conduct and with due allegiance to the Nigerian state and its Constitution. The Kaduna state executive council approved the making of this order following deliberations at its meeting of Thursday, 06 October 2016.
The Kaduna State Executive Council has approved the draft estimates of the 2017 Budget. At its meeting on Thursday, 6th October 2016, the Council further directed that the N189.9bn draft budget be submitted for public debate at a special town hall meeting, whose recommendations would be factored in before the amended draft budget is presented to the Kaduna State House of Assembly.

Fellow citizens of Kaduna State,
I salute you on the occasion of our country’s 56th independence anniversary. We have been bequeathed a country of diverse peoples, faiths and tongues and we have a collective duty to make it work. We face many challenges, but it is not beyond us to build a system that moves our peoples into the 21st Century with functioning governance systems, equality of all persons before the law and the right to security and happiness.
A scheme to guarantee universal access to basic healthcare is to be introduced in Kaduna State. The state government is already providing free health services for pregnant women, children under five years and the elderly. The proposed scheme is designed to widen the net of coverage, and ensure that all residents of the state, including the poor and vulnerable, have access to healthcare without incurring out-of-pocket expenditure.

I am greatly delighted to witness the foundation laying ceremony of this promising project; the Potato processing Plant of Vicampro Farms Limited here in Manchok, Kaura Local Government Area. This is an important project for Kaduna State because it has the potential to generate thousands of jobs for our teeming youths. Additionally, this project will stimulate a chain of economic activities that will impact positively on the economic development of the state and the nation. Vicampro is not only going to process potato that will serve local demand; it is also primed for export of its products, thereby earning foreign exchange for the country.
Kaduna State is blessed with abundant natural resources. We have arable land, and a tradition of farming. Agriculture is a sphere of comparative advantage for us; and we are promoting agriculture in our drive to diversify the economy of the state. In our determination to generate jobs and reduce our reliance on the Federal Government for revenues, we have initiated investor-friendly policies in Kaduna State. Malam Nasir El-Rufai on Friday, 23 September 2016, performed the foundation laying for the $120m potato processing plant being established by Vicampro in Manchok, Kaura local government of Kaduna State. The Governor welcomed the Vicampro investment as another validation of the efforts to make Kaduna State the investment destination of choice. The event was attended by Deputy Governor Barnabas Yusuf Bala (Bantex), CBN Governor Godwin Emefiele and Hajiya Aisha Abubukar, the Minister of State for Trade and Investment.
The Kaduna State Government has approved the appointment of Taskforce Committee members for some of the state-owned tertiary institutions.
The State Executive Council recently approved the White Paper on the reports of the visitation panels to the Kaduna State University, Nuhu Bamalli Polytechnic and the College of Education. The mandate of the task forces is to ensure that the decisions in the White Paper are rigorously implemented to strengthen the institutions.

Malam Nasir El-Rufai has personally met with some employees of the state who were affected by the biometric verification exercise carried out to flush out ghost workers and authenticate genuine employees of the state. At the conclusion of the verification exercise, about 9000 names were struck off from the payroll. Any genuine worker who felt adversely affected was directed to contact the governor directly to establish their credentials.
The 21 persons the governor met on Wednesday, 21 September 2016, are amongst the officers that have written to seek a chance to confirm their status as genuine employees of the Kaduna State Government. All of them had issues based on having duplicate or multiple Personnel Sub-head Numbers (PSNs). That means two or more workers had been assigned the same PSN, and the payroll will recognise only one.
Kaduna Public Service renewal opens jobs for youths
The Kaduna State Public Service Revitalisation and Renewal Project will be presented to the public on Monday, 26th September 2016.

Malam Nasir El-Rufai has launched the Kaduna State TSA Operations Manual. The presentation of the manual, which records the experience of Kaduna State in implementing the Treasury Single Account, took place in Lagos during the International Monetary Fund’s West Africa workshop on TSA implementation.
Speaking at the event, Malam El-Rufai, expressed gratitude to the IMF team for considering the implementation of TSA in Kaduna State a model. He acknowledged the efforts of the Kaduna State team and the support of partners like the IMF in the TSA effort. The governor said that Kaduna State is delighted to share information on how the state executed the TSA within six weeks last year.

KDSG nominates Balaraba Aliyu-Inuwa as Commissioner for Rural Development
Malam Nasir El-Rufai, the Governor of Kaduna State, has nominated Mrs. Balaraba Aliyu-Inuwa, as the Commissioner for the newly created Ministry of Rural and Community Development. Her nomination is subject to confirmation by the Kaduna State House of Assembly. The Governor has also signed the legal notice creating the new ministry, bringing to 14 the number of ministries of the state government.
Balaraba Aliyu-Inuwa is the current Special Adviser to the Governor on Rural and Community Development. In that role, she has been the principal official driving the government’s rural and community development agenda. She has been coordinating the design and delivery of the Kaduna Rural Development Program (KRDP), along with efforts to identify and develop the poorest and most marginalized communities in Kaduna State. She has also been advising the state government on localizing the Sustainable Development Goals and developing strategies and approaches to combating poverty at community level. More
The Judicial Commission of Inquiry into the Zaria Clashes submitted its final report on Friday, 15th July 2016. Malam Nasir El-Rufai promised that the Kaduna State Government will make the report public in the shortest possible time in the interest of transparency.
Since then, a nine-member White Paper Drafting Committee has commenced work on studying the report and its recommendations. While the White Paper process is ongoing, the Kaduna State Government has decided to release the report on its website.
