The Kaduna State Government, the United Kingdom’s Department for International Development and Bill & Melinda Gates Foundation to work together to improve primary health care (PHC)
The Judicial Commission of Inquiry into the Zaria Clashes submitted its final report on Friday, 15th July 2016. Malam Nasir El-Rufai promised that the Kaduna State Government will make the report public in the shortest possible time in the interest of transparency.
Since then, a nine-member White Paper Drafting Committee has commenced work on studying the report and its recommendations. While the White Paper process is ongoing, the Kaduna State Government has decided to release the report on its website.

The Kaduna State Government has strongly condemned the criminal attack on citizen Francis Emmanuel who was assaulted in Kakuri yesterday (Tuesday). The government has directed the police to arrest the perpetrators of the attack, warning that there is no room for religious violence and criminality in the state.
The state governor, Malam Nasir El-Rufai, today led a team of senior government officials, including the Deputy Governor, Architect Barnabas Yusuf Bala, to visit Francis who is recuperating at the St. Gerald’s Hospital. The governor comforted the victim and promised that the government will not allow any criminal to hide under any religious guise or to use religion as justification for violating the right of any citizen.
“The government will not allow anyone to get away with any crime using his or her faith as an excuse. There is no compulsion in religion. It is a free country, and that means no imposition of faith or religious practices on anyone.
“We sympathize with our fellow citizen, Francis Emmanuel. We have assured him that we will not allow anybody to violate his right, or that of any other citizen. The Kaduna State Government is resolute in its stand that all criminals, including those who try to hide under Christianity or Islam, will be tackled and prosecuted.
“We have been given faith to live our lives in obedience to the Almighty, and to let that obedience manifest in our kindness to others, the honesty of our conduct and the consistency of our hard work. Care and compassion for others is one of the noblest ways of demonstrating love for God.
“We implore everyone to do their duty to uphold peace and security in Kaduna State. We should not allow differences in faith to be a barrier to harmony or a cause for conflict. Nobody can impose the tenet of his faith on another person. The decision to observe any religious activity is the prerogative of the individual.
“Let us all remain vigilant and report any suspicious activity to the security agencies.”

The Kaduna State Government has constituted the boards of five parastatals. These are the Kaduna State Investment Promotion Agency (KADIPA), the Kaduna Facility Management Agency (KADFAMA), the Kaduna Geographic Information Service (KADGIS), the Kaduna State Internal Revenue Service (KADIRS) and the Kaduna State Bureau of Pensions.John Coumantaros, boss of Flour Mills of Nigeria, is Vice-Chairman of KADIPA. The corporate titan leads a team of private sector players that will, under the chairmanship of Deputy Governor Barnabas Yusuf Bala, work to promote the investment objectives of the Kaduna State Government. Other members of the KADIPA board are Hajiya Farida Dankaka, Mrs. Adama Jibrin, Alhaji Abdulkadir Idris Mayana, and Samaila Barau Maigoro.As part of the further institutionalisation of KADIPA, the Government also announced the appointment of an executive team for the agency. Leading the team as Executive Secretary is Gambo Hamza. Hafiz Bayerowill head investor relations while Hadiza Hamza is responsible for public-private partnerships and privatisation. The finance and administration function will be led by Shizzer Bada.Alhaji Ahmed Tijjani Ramalan, businessman and senior politician, will chair the board of KADFAMA, the new agency that is charged with the maintenance of all government assets. Other members of the KADFAMA board are: Abdulrahman Garba, Yahaya Baba Pate and Rebecca Barde. The management of the agency is led by the Director-General, Ibrahim Hamza, with AishatuMohammed Abubakar as Executive Director.The board of KADGIS is chaired by Engineer AminuAliyu, Mrs Deborah Iliya, Aminu Mahmood and Mrs Aisha Indo Rimi as members.The members of the board of the Kaduna State Bureau of Pensions are Mrs. Halima Lenti Hyet, Mrs HadizaTukur-Ahmed, and Mrs Habiba Kolo, with Mr. Dan Ndackson as Executive Secretary.Alhaji Mukhtar Ahmed has been nominated as Chairman of the Kaduna Internal Revenue Service (KADIRS), pending confirmation by the Kaduna State House of Assembly. He is current acting chairman of the agency. His executive management team consists of Ahmed Salihu, Mrs. Esther Jimen, Thomas Ishaku and Ango Liman as Executive Directors. Mr. Francis Kozahis appointed Secrtary/Legal Adviser. Other members of the Board of KADIRS are: Abubakar Rilwan, SalisuTanko Wusono and Mrs. Joyce Tagwai representing the three senatorial districts; Dr. Alimi Bello, former chairman of the Kaduna Chamber of Commerce, and Aisha Mujaddadi of GEMS-3, are the private sector representatives while Yahaya Shinko, Ben Kure and Engineer Mohammed Usman are representing the chairmen of the 23 local government councils
The Kaduna State Government has announced a reassignment of portfolios in the State Executive Council.A government statement indicated that the changes in the state cabinet involves four ministries.
“Professor Jonathan Andrew Nok, erstwhile Commissioner of Health and Human Services, is assuming responsibilities as Commissioner of Education, Science and Technology. A laureate of the National Merit Award, Professor Nok is a distinguished scientist. He has led the public health system to remarkable strides in recent months. Under his leadership, the Kaduna State health team won two consecutive first prizes in the Maternal, Newborn and Child Health (MNCH) week. Professor Nok also led the team to win MTN funding for the maternity wards of five general hospitals. He was especially vigorous about modernizing the Primary Health Centres in state. We are here today to perform a solemn duty, to kickstart the work of the Judicial Commission of Inquiry into the 12-14 December 2015 clashes in Zaria. As you are aware, lives were lost and property were destroyed during the tragic clashes between the group known as the Islamic Movement in Nigeria and a detachment of the Nigerian Army. For reasons of accountability and transparency, the Kaduna State Government deems it right and proper to institute this Judicial Commission of Inquiry into the incidents. This will allow all parties to state their case and afford the public a fair and accurate accounting of the events.
The Judicial Commission of Inquiry into the Zaria clash is to be inaugurated on Friday, 29 January 2016 at 11am. This was disclosed in a Kaduna State Government statement which also announced the appointment of Malam Yusuf Ali, SAN as counsel to the Commission of Inquiry.
In line with the efforts of the Kaduna State Government to revamp the state’s economy and create more jobs, the Administration of Mallam Nasir El-Rufai introduced KAD-STEP in order to facilitate job creation opportunity for the young and unemployed in Kaduna State.
Kaduna Startup & Entrepreneurship Program is aimed at encouraging, funding and supporting aspiring entrepreneurial youth in Kaduna State to develop and execute Innovative Enterprises.
From “Idea” to “Start-up” participants would be trained rigorously and monitored closely and a loan support would be given at the end of the intensive training.

We are committed to the health and education of our children
Today is a special day in the unfolding of the change agenda the APC was elected to implement. I am moved by the responsibility to implement the school feeding programme for primary school pupils. As the healthcare revolution in Kaduna State continues, GE is to equip and modernize 255 primary healthcare centres and 23 comprehensive healthcare centres in the state at a cost of N1bn. The state Executive Council approved the contract at its meeting of 21 December 2015, describing this project as a vital aspect of the government’s agenda to expand access to healthcare and to improve the facilities, equipment and staffing of the health delivery system at the grassroots. The state cabinet has also decided to establish genotype testing facilities in five public hospitals.
A judicial commission of inquiry is to be established into the recent security incidents in Zaria. This was disclosed in a state broadcast by the Kaduna State governor, Malam Nasir El-Rufai. The governor said that the composition and terms of reference of the commission of inquiry will be announced within two weeks. He assured the people of the state that the government is committed to securing the state and upholding the rights of every citizen.

Remarks by Malam Nasir El-Rufai, Governor of Kaduna State, at the Town Hall Meeting on the 2016 Budget, General Hassan Katsina House, Kaduna; Saturday, 28 November 2015
I welcome you all to this landmark occasion for the Kaduna State Government. This is the first town hall meeting we are convening to discuss the state budget. We hope to make this sort of consultation an annual event that is integral to the budget process. Consultation and engagement are values we cherish, and we have demonstrated this through our Town Hall meetings, the very first of which we hosted on 27 June 2015, less than a month after we were sworn-in.
We have called this meeting today to present to you the broad principles informing the policy choices that are reflected in the draft 2016 budget. The budget is anchored on the commitments outlined in the Restoration Programme, the manifesto platform on which the Kaduna State APC campaigned. This made clear our determination to make Kaduna State great again by reversing the neglect that the public interest has suffered, to restore hope in our people and foster the sort of harmony in our communities that is conducive to peace and security. These are the themes we campaigned on; they are the themes we are governing on.
