Intervention to Enroll Poor and Vulnerable Persons on the Kaduna State Social Register

Statement by Malam Nasir El-Rufai, Governor of Kaduna State, on the rollout of the second wave of the Rapid Response Register (RRR) Intervention to enroll poor and vulnerable persons on the State Social Register, 20th December 2021

Fellow Residents of Kaduna State,

Across the globe, Governments of various Nations have continued to pursue efforts at accelerated recovery from the devastating impacts of the COVID-19 Pandemic. 

You may all recall that while the lockdown was thought of as a veritable containment measure for the pandemic the world over, it further pushed many poor and already struggling people deeper into poverty; and many have continued to battle with the shocks that came with it. Notable of these shocks is the disruption of perhaps the sole means of livelihoods of individuals and families, hurting businesses, and even halting of incomes in some cases. 

In Nigeria, one of such efforts is the Rapid Response Register (RRR), an intervention of the Federal Government that is targeted at cushioning the devastating economic impacts of the COVID-19 pandemic on urban and semi-urban poor, especially daily wage earners that were affected by the “lockdown”.

In the first wave of the RRR intervention, 33 wards across 17 LGAs of the State were selected for this intervention. Eligible beneficiaries from these selected wards registered, and those that have so far been validated have started receiving payments. The validation exercise is ongoing. Those who deem themselves eligible from the 17 LGAs and 33 wards but were for one reason or the other not able to do so, have an option of registration by dialing the NASSCO toll free line (969). 

LGAs eligible in the first wave include: Birnin Gwari, Chikun, Kudan, Zaria, Kaura, Igabi, Sanga, Jema’a, Kagarko, Lere, Kachia, Soba, Giwa, Zangon Kataf, Ikara, Kajuru and Kauru LGAs.

In the second wave of this intervention, 42 wards have been selected across 9 LGAs. These LGAs and wards are as follows:

In view of the foregoing, ALL residents in the selected wards and LGAs that fall within the category of the urban poor and whose means of livelihoods were affected by the COVID-19 lockdown, are by this announcement advised to take advantage of this intervention and register. The registration process is simple, as it involves dialing of a specific USSD code (*969#). Ward specific codes will be made available within the next few days. 

Eligible persons can also call the National Social Safety Nets Programme (NASSP) Call Centre: 969. Residents of the selected wards may receive SMS from NASSP which they are expected to reply to if they consider themselves eligible.

Applicants for the Rapid Response Register that successfully register and are validated will receive N5,000 monthly for a period of six (6) months under an expanded cash transfer programme of the Federal Government.

In the coming weeks, the Kaduna State Social Investment (KADSIO), through the Kaduna State Operations Coordinating Unit (KADSOCU), will commence sensitization in the LGAs concerned. There will also be placement of jingles and announcements on TV and Radio, including featured audience participatory TV and Radio discussions on the Covid-19 Cash Transfer, as well as the circulation of information, education and communications materials (IEC)

The APC led administration, under the able leadership of His Excellency President Muhammadu Buhari,remains resolute in its effort to deliver on inclusive and sustainable development that leaves no one behind. The State Government led by His Excellency, Malam Nasir Ahmad El-Rufa’i is supporting this  RRR and has come up with many other interventions in the State, including Free Medical Care for Pregnant Women and Children Under 5; Kaduna Start-up and Entrepreneurship Scheme; Free Education up to the end of Secondary School including free Uniforms; State Contributory Pension Scheme; Kaduna State Women Empowerment Fund; 6 month paid maternity leave for Government employees; Social Housing Programme; Contributory Health Insurance Scheme (KACHMA), among others. These are objectively designed and tailored to meet the needs of our people, especially those at the bottom of the economic pyramid.

We must always remember that the efforts of the Government alone will never be enough, positive response by residents is critical. For this purpose, I once again urge our people to take advantage of this gesture by the Federal Government to register for this intervention.

Let me also use this opportunity to call on residents of the State to support the ongoing process of building a robust Social Register, which is a database of Poor and Vulnerable Households (PVHHs) that can be leveraged upon for informed planning. To achieve this, cooperation is needed for residents identified for inclusion in the Social Register to submit their National Identification Numbers (NINs), Bank Account details and other relevant information that may be requested by Community Based Targeting (CBT) officers assigned for the task. Those yet to get their National Identification Numbers can do so by going to the nearest enrolment centers.
