INVITATION TO BID FOR THE SUPPLY OF ENFORCEMENT AND OPERATIONS EQUIPMENT

• INTRODUCTION/BACKGROUND

In line with its Urban Reformation Agenda, the Kaduna State Government seeks to enhance the efficiency of service delivery by the Kaduna State Traffic Law Enforcement Authority (KASTLEA).

In compliance with the provisions of the Kaduna State Public Procurement Law 2016, The Kaduna State Traffic Law Enforcement Authority (KASTLEA) on behalf of the Kaduna State Government hereby invites interested, eligible and competent Companies to bid for the Supply of Enforcement and Operation Equipment for the Authority (KASTLEA).

• SCOPE/DESCRIPTION OF PROJECT

• PRE-QUALIFICATION REQUIREMENTS

Interested reputable contractors should submit the following documents (including but not limited to):

1. Certificate of registration/incorporation with the Corporate Affairs Commission (CAC)
2. Evidence of current (2025) registration with The Kaduna State Public Procurement Authority.
3. Company Audited Account for three years (2022, 2023 & 2024).
4. Evidence of current Tax Clearance Certificates for three years (2022, 2023 & 2024).
5. Evidence of registration of Business premises with the Kaduna State Ministry of Business Innovation and Technology.
6. Evidence of similar verifiable projects that have been successfully executed, completed, or are ongoing, with attached copies of award letters, payment receipts, and completion certificates.
7. Evidence of Financial Capability and Banking Support.
8. Evidence of VAT registration and remittances.
9. Evidence of compliance with Industrial Training Fund (ITF).
10. Evidence of compliance with PENCOM.
11. Evidence of 3% Bid Security (if applicable) in the form of Bank Guarantee or Certified Bank Draft from a reputable Bank in Nigeria.
12. Any other information that would be relevant.

The documents shall be arranged in the order above, paginated and signed on each page by an authorized representative of the Bidder.

• Collection of Financial Tender Documents

Interested suppliers can obtain the tender documents from Wednesday, 25th June 2025, between the hours of 9:00 a.m. and 4:30 p.m., Mondays to Thursdays, at a non-refundable tender fee as listed in the table above. Payment should be made via bank draft payable to the Kaduna State Government, from the address below:

Any submission not accompanied with the draft will Not be considered;

The draft must Not be in the Financial Bid Envelope.

• SUBMISSION OF BID DOCUMENTS:

1. Completed Technical and Financial bids are to be submitted in three (3) hard copies each (Original, Duplicate and Control copies).
2. The Technical and Financial bids must be inserted in separate sealed envelopes clearly marked “Technical Bid” and “Financial Bid.”
3. All the envelopes must bear the name and contact number of Bidder at the rear sides while the ‘Project Description’ and ‘Lot No.’ clearly marked at the top left-hand corner of the envelopes and addressed to:

1. The Original and Duplicate copies of the Technical and Financial bids shall be placed in a large outer envelope which shall be dropped into the Bid Box.
2. The Control copies of the Technical and Financial Bid documents shall be marked at the top right-hand side as ‘Control Copy’, and dropped in the Control Box.
3. Failure to comply with this requirement of separate and sealed envelopes for Technical and Financial Documents shall lead to disqualification.
4. The submission shall be made not later than Wednesday 9^th of July, 2025

• OPENING OF BIDS

The Technical and Financial Bids documents received shall be opened immediately after the close of receipt of bids in the presence of the representatives of the Bidders at:

Only technically qualified bids will proceed to the financial evaluation stage.

• GENERAL NOTICE

1. Only the bids that meet the pre-qualification requirements shall be considered.
2. Evidence of purchase of the bid should be placed in the Technical Bid Document.
3. This advertisement shall not be construed as contract award or any commitment on the part of the Kaduna State Government or its Agency/Agents; nor shall it entitle any company/firm to make any indemnity from the Kaduna State Government or any of its Agencies/Agents by virtue of such company/firm having responded to this advertisement.
4. Response to this advertisement does not oblige the Kaduna State Government or its Agencies/Agents to consider responding company/firm’s bid.
5. The Client reserves the right to accept any Bid, annul the Bid proceedings, or to reject any or all bids at any time prior to Contract award, without thereby incurring any liability, or any obligation to inform Bidders of the grounds for the action.
6. All costs incurred by proponents in response to this advertisement or related inquiries shall be borne by the proponents and not by KASTLEA.
7. Late submission will be rejected.
8. Submission of Tender through e-mail or fax will not be accepted.

10. All submissions must be made in English
11. Pricing should be made in indelible INK.
