SOME MAJOR ACHIEVEMENTS OF THE GOVERNOR UBA SANI’S ADMINISTRATION WITHIN TWO YEARS (2023-2025)
HEALTH SECTOR
-The 255 Primary Healthcare Centres (PHCs) in Kaduna State are being upgraded to Level 2 status and already, more than 174 of them have attained that status.
-These upgraded ones can treat common infections affecting children and adults, provide quality antenatal and postnatal care, including immunization of under-5s.
-In addition, out of the 33 General Hospitals in Kaduna State, 13 of them are being rehabilitated, remodeled and equipped, across the three senatorial districts
-Above all, Governor Uba Sani has broken a 16-year old jinx by completing the 300 Bed Specialist Hospital which was started in 2009. It was recently commissioned by President Bola Tinubu on 19th June, 2025.
-The Governor has renovated and equipped the warehouse of Kaduna State Health Supplies Management Agency(KADHSMA) to a Pharma-grade standard.
-The warehouse has 1,600 sqm with storage capacity of 8,000 cubic metres of pharmaceutical products, with a well equipped quality control laboratory.
– Similarly, Kaduna State Government has procured and distributed over 975 Stock keeping Units (SKUs) for Public Health facilities in the State.
-It has also distributed state-of-the-art equipment to 290 PHC
to aid diagnostic and therapeutic services.
-Likewise, the Governor had flagged-off the distribution of free, essential medicines to all Local Government Councils at Kachia in April, targeting the under-served communities, with a view to expanding access to commodities and health care.
– The Federal Ministry of Health has confirmed that Kaduna State achieved 100% coverage of Public Health facilities in the distribution of medicines last year.
-The Kaduna State Health Supplies Management Agency has received 10 prestigious awards, including the coveted award for Excellence In Supply Chain, which was presented by the International Supply Chain Education Alliance.
-The National Product Supply Chain(NPSC) had ranked the state as one of the first sub nationals ‘’to reach the Maturing Ready To Integrate Level for public health supply chains for essential medicines, demonstrating its preparedness for an efficient State Health Supply Systems(SHSS).’’
-The State won the Leadership Challenge award for the North West zone in 2024
-Above all, Kaduna State Government has sustained the allocation of not less than 15% of the state financing to the health sector as prescribed by the Abuja declaration
AGRIC SECTOR
-This August, Governor Uba Sani has distributed 400 trucks of fertilizer free of charge to 100,000 smallholder farmers. He also enrolled them in a crop risk insurance scheme.
-Each of the 100,000 smallholder farmers receive two bags of fertilizer at no cost.
-The gesture underscored the administration’s commitment to inclusive development, food security, and rural prosperity through agricultural transformation.”
-Significantly, Kaduna State remains the only state where smallholder farmers consistently receive fertilizer and other critical inputs at no cost and the Governor is proud maintaining this farmer-first policy.
-On the other hand, commercial farmers we provided 10 bags of fertiliser at a 40% subsidized rate of N30,000 per bag, thus lowering their production cost, supporting job creation, and stabilizing commodity prices in the open market
-In a bid to boost resilience against climate-related losses, the state government is enrolling all 100,000 smallholder farmers into a crop risk insurance scheme, which is aimed at protecting farmers against losses from pests, diseases, and adverse weather linked to climate change.
-Last year, Governor Uba Sani flagged off the free distribution of 500 trucks of fertilizer to small holder farmers across the 23 Local Government Areas, the largest agricultural input support programme in Kaduna’s history.
–Under the ‘Tallafin Noma (A Koma Gona)’ initiative, 69,000 smallholder farmers were supported with quality maize seeds and agrochemicals during the rain-fed season.
-In addition, the Governor also focused on year-round farming. In March, Kaduna State Government distributed free agricultural implements and inputs to cooperatives.
-The cooperatives were grouped in a cluster of 10 members and each group got a 18 horse-power Tiller, an 18 horse power 3 inch solar-powered irrigation pumping machine and a 13 horse-power 2 inch solar-powered water irrigation machine, and a gasoline powered water irrigation pumps to boost year-round farming.
-In addition, each cooperative was also given 30 bags of Urea and NPK fertilisers, one motorised knapsack sprayer, one carton of herbicide and another carton of pesticide.
-The Governor has increased the budgetary allocation to agriculture in the last two years;
-In the previous administration, only N1.48 billion was allocated to agriculture in 2023. Last year, N22.54 billion was earmarked for the sector in the 2024 budget;
-In the 2025 budget, N74.2 billion has been allocated to Agriculture, representing 9.36% of the total budget, out of which 97.7% was earmarked for capital projects and only 2.3% was allocated to recurrent expenditure;
– In fact, the N74.2 billion allocated for agriculture year, is an exponential growth of 5,000%.
-Collectively, the budgetary allocations to agricultural activities in the Ministries of Environment, Education and Human Services have pushed the allocation of the agricultural sector to over 12% of the 2025 budget.
-This percentage has made Kaduna State the only subnational to meet and exceed the 10% Malabo Declaration benchmark.
-In summary, the Malabo Declaration calls for African countries to allocate at least 10% of their national budgets to agriculture. Indeed, Kaduna State Government has exceed that benchmark by 2%.
– Last April, Kaduna State led the way by being the first to launch the Special Agro-Industrial Processing Zone (SAPZ) in Nigeria.
– Dr Akinwumi Adesina, the President of African Development Bank(AfDB) who graced the event, said that SAPZ promises to transform agriculture into a high-value economic sector that will create jobs, attract investments and position.
-Governor Uba Sani noted that Kaduna State is moving agriculture beyond primary production into processing, value addition and industrialization with the launch of SAPZ.
– Kaduna State is also developing the Agricultural Quality Assurance Centre (AQAC), the first of its kind in Northern Nigeria, with the support of the Afrexim Bank.
-Indeed, AQAC will complement SAPZ by ensuring that agricultural produce meets both domestic and international quality.
-In the long run, AQAC will enhance Kaduna’s competitiveness in the global market, particularly under the African Continental Free Trade Area (AfCFTA) framework.
ROADS AND INFRASTRUCTURAL DEVELOPMENT
-In the last two years, the Governor has awarded 82 road projects and has completed 32 of them, in spite of financial challenges.
-The roads have cut travel time, linked farms to the markets and enhanced economic activities across the 23 local governments of Kaduna State.
-Governor Uba Sani administration is also completing projects inherited from the previous administration, especially the Kaduna Bridge from Kabala Costain to Aliyu Makama Road and the Rabah-Road-Rigasa Train Station express way.
– Governor Uba Sani had declared a state of emergency on the water sector in September 2024 because capacity utilisation of the water supply scheme was at less than 5%.
-Within three months, the state government injected over $25 billion into the water sector, raising capacity utilisation to over 30%.
-The Governor has also paid all the salary arrears of the Kaduna Water Corporation staff, amounting to N800 million and have settled outstanding electricity bill of N1.3 billion.
EDUCATION SECTOR
-Governor Uba Sani has enacted policies and programmes that are expanding access to education and providing conducive learning atmosphere, resulting in positive outcomes in the education sector.
-Governor Uba Sani has constructed more than 600 classrooms and quite a number are being renovated.
-62 new secondary schools have also been built and 50 new ones are being constructed.
-Six new science secondary schools that are funded by the Islamic Development Bank are now up and running.
-The project started 16 years ago, but it was stalled and abandoned; this administration completed the school and more than 2,000 students have been enrolled.
-The policies of the present administration have manifested in good learning outcomes as can be attested to by WAEC, NECO and NABTEB exam results.
-The percentage of students who passed with five credits in those examinations has increased from 54% to 67%.
-Governor Uba Sani’s commitment to education was evident in his first Executive Order, which reduced tuition fees in all state-owned tertiary institutions by 50%.
-The reduction in school fees increased students enrollment at Kaduna State University (KASU), Nuhu Bamalli Polytechnic, and the College of Education GidanWaya.
– Kaduna State-owned tertiary institutions have introduced new courses that have passed through the Resource verification of regulatory agencies.
-Most KASU courses which were hitherto not accredited, have now been accredited by the National University Commission (NUC). Those of Nuhu Bamalli Polytechnic have been accredited by the National Board for Technical Education (NBTE), while the National Commission of Colleges of Education have accredited the courses of the College of Education Gidan Waya.
-The Governor Uba Sani administration is committed to reducing the number of out-of-school children by building more schools to expand access.
-The Kaduna State initiative is the first of its kind and its is being supported by five Development Partners, including the Islamic Development Bank (IsDB), the Kuwait Fund for Arab Economic Development (KFAED), the Global Partnership for Education (GPE), Education Above All (EAA), Save the Children International (SCI), and UNICEF.
-Kaduna State Bureau of Statistics has mapped out and identified communities where there are no schools.
-Under that project, 102 new schools will be built and over 200 existing schools will be renovated to ensure that no child treks more than one kilometre in order to get access to a school.
-The Special School for Gifted Children at Millennium City is 90% complete and the Tsangaya Bilingual Schools Project has been significantly expanded with UBEC-IsDB support.
-Governor Uba Sani has cleared all outstanding tuition fees owed to foreign universities by Kaduna State-sponsored students, totalling $247,235.84, equivalent to N407,937,750.
-The beneficiaries include those who studied Medicine and Nursing and were abandoned and left stranded abroad by the previous administration
-The stranded students included those who were unable to graduate, renew visas, or access their academic records.
-Debrecen University UK/Hungary, was paid $51,400.00, which is equivalent to N84,810,000.00.
-The Dubai-based University of Wollongong was paid $13,827.08, amounting to N22,814,550.00.
-The medical University Havana got $164,010.00, which is equivalent to N270, 616, 500.00 while KIU IUIU Uganda received $17, 998.00 or N29,696,700.00.
-The Governor’s action is in line with his administration’s commitment to human capital development and expanding access to education for indigent students.
-Governor Uba Sani has also cleared the foreign tuition fees of state-sponsored students from 2023 to date.’’
-He has also directed the Kaduna State Scholarship and Loans Board to liaise with all foreign universities where Kaduna State students are studying to ascertain the status of their tuition fee payments.
THE ENVIRONMENT
-Kaduna State Government has engaged Core International Marketing and Management Ltd to produce a Mining Development Roadmap for Kaduna State.
-Governor Uba Sani is repositioning the solid minerals sector to generate more revenue, create jobs and check the activities of illegal miners in Kaduna State, by bringing in foreign investors.
-Governor Uba Sani has established a Lithium processing plant at Kangimi village along the Kaduna-Jos road, the first of its kind in Nigeria, with the capacity of producing more than 30,000 tonnes of lithium per day.
-There are about 70 solid minerals, including Lithium, Gold, Tin, Coltan, Wolframite, Titanium and Iron in Kaduna State. The Kaduna Mining Development Company has acquired 18 additional mineral titles.
-llegal mining operation in the State has drastically reduced as a result of improved surveillance and the Governor’s renewed thinking.
-Governor has directed that the Kaduna Mining Development Company should form cooperative societies of these illegal miners, so that they will still be useful to the society.
-He argued that they will serve as the foot soldiers for any investor that is coming, because they are the indigenes and they know the terrain better than them.
-Kaduna State has Developed a State Policy on Climate Change and Position Statement, the first sub national that has produced both the policy and position statement in Nigeria.
-A lot of states have done the policy document, but Kaduna State is the first to come out with the two.
-Kaduna State Government has trained and empowered 500 youths and women on briquette making in collaboration with Kaduna Agro-Climatic Resilience in Semi-Arid Landscapes (ACReSAL) project.
-The use of firewood as a source of energy for cooking is common but before it is banned, Government decided to provide an alternative to the people.
-Briquettes can serve as a source of energy for cooking without necessarily cutting down trees because the trees serve as carbon shield for humanity.
-Kaduna State Government distributed clean cooking stoves to 400 women and youths in collaboration with Women’s Initiative on Sustainable Environment (WISE), a Non Governmental Organisation.
-This will help in reducing the emission of smoke that goes to the atmosphere, which equally distorts the ozone layer and exposes humanity to more risk.
-Governor Uba Sani efforts which has resulted in including Kaduna State into the Hydroelectric Power Producing Areas in Nigeria(HYPPADEC).
-Last year, Kaduna State was rated as the cleanest city in north-western Nigeria. This year, it hopes to be the cleanest state in Nigeria that is our target.
MINISTRY OF BUSINESS INNOVATION AND TECHNOLOGY
-Governor Uba Sani has built three Institutes of Vocational Training and Skills Development(IVTSD) as vehicles for social equity, inclusion, and sustainable development.
-The Institutes are located at Soba, Rigachukun and Samarun Katat towns, across the Northern, Central and Southern senatorial districts respectively.
-They are expected to create direct and indirect jobs in the formal and informal sectors, as well as enhance Human Capital Development (HCD), improve Kaduna State’s business environment, and develop its technical and vocational requirements.
-Ultimately, the three Institutes are expected to support the over all socio-economic development of the State and reduce poverty by maximizing the potentials of individuals and meeting its labour requirements.
-For example, the Rigachikun Institute will graduate a total of 27,040 candidates over three years; that is 4,420 in the first year, 9,620 in the second year and 13,000 in the third year.
-Students will be taught skills across 13 trade areas, ranging from ICT, welding and fabrication, Automotive Mechatronics, Solar Power and Electric Installation, Masonry, Tiling, POP Making, Carpentry, Plumbing and Fashion Design.
-Kaduna State Government has partnered with the National Board For Technical Education(NBTE), so that students of the Institutes will get the National Skills Qualification Framework certification upon graduation.
-The institutes will also collaborate with foreign training partners like SAMSUNG, FESTOS, and CHIPLAB, by allocating designated spaces to them within the institutes, to establish training units in line with occupational standards.
-Adequate infrastructure, including state-of-the-art classrooms, workshops/laboratories and technical facilities have been provided, for hands-on training in various tech-related fields.
-Qualified instructors with industry experience have been recruited to deliver high-quality training and to collaborate with private industry partners to enhance the effectiveness of the programs.
